City Commissioner Cory Neering's Ties that Bind program brings at risk youth together with professional mentors to give practical advice to improve and inspire them. Mr. Norvell is inspired by these young men who, despite many obstacles are working to improve themselves and expand their opportunities.

As Commodore of the Palm Beach Sailing Club Mr. Norvell worked with "at risk" youth through the City of West Palm Beach Police Department. Holding a pancake breakfast with sailing for Cops and Scholars program.
